How to Create a Fillable PDF Form for Free

Fillable PDF forms save time for everyone — the creator distributes once, and recipients fill in directly without printing. Here's how to create them for free.

Method 1: LibreOffice (Free Desktop App)

LibreOffice Writer can create basic fillable forms. Insert form fields (text fields, checkboxes, dropdowns) via View → Toolbars → Form Controls. Design your form, then export to PDF via File → Export as PDF (make sure "Create PDF Form" is checked).

Method 2: Google Docs → PDF

For simple forms, create your layout in Google Docs with underlines for fill-in areas, then download as PDF. Recipients can use a PDF editor or print and fill by hand. Not truly "fillable" but works for basic needs.

Method 3: JotForm or Google Forms (Web-Based)

If you don't need the result to be a PDF specifically, online form builders like Google Forms or JotForm are easier and collect responses automatically. You can export responses to PDF later if needed.

After Creating Your Form
